MINORS IN A TENT CAMP

If you are staying overnight in a tent camp with minors on June 22 and 23, you must comply with the laws of the Republic of Estonia, especially the Child Protection Act. Below are the answers to your questions:

1. Can one 18-year-old chaperone be responsible for several minors at the same time?

Estonian law does not specify the exact number of minors for whom one adult can be responsible at the same time. It is important that the adult is able to ensure the safety and well-being of all children under his or her care. The Child Protection Act states that a minor under the age of 16 is prohibited from being in a public place without an adult companion from 11:00 p.m. to 6:00 a.m. and from June 1 to August 31 from 12:00 p.m. to 5:00 a.m. Therefore, minors under the age of 16 must be accompanied by an adult when staying overnight in a tent camp.

2. Is there a specific limit to how many minors an adult can bring to a camping trip?

The law does not stipulate a specific number, but it is recommended that the adult be able to provide adequate supervision and care for all minors under their care. In practice, one adult should not be responsible for more than 3-5 minors at a time to ensure their safety and needs are met.

3. Is additional parental consent or other documentation required?

Yes, if a minor is staying at the camp without the presence of parents or legal guardians, it is recommended that the accompanying adult has written consent from the parents or guardians. This document should include:

  • Full names and contact details of the child and parent(s)
  • Time and place of the overnight stay (Kolga tee tent camp, Pühajärve)
  • Confirmation that the parent(s) allow the child to participate in the tent camp under the supervision of a named adult chaperone
  • Signature of the parent(s) and date

Although the law does not require notarized consent, it may be useful as additional evidence, especially if the children participating in the tent camp are not closely related to the chaperone.

Please familiarize yourself with your options and restrictions before purchasing a ticket!

Child Protection Act of the Republic of Estonia. § 5. Restriction of freedom of movement of minors

(1) A minor under the age of 16 is prohibited from being in public places between 11:00 p.m. and 6:00 a.m. without an adult with legal capacity.
